Master Planning
At Garmann Miller, we specialize in delivering custom planning solutions that align with the unique needs of school districts—balancing technical precision with authentic community engagement. For East Allen County Schools (EACS), we developed a future-focused facilities master plan that addresses growing enrollment, aging infrastructure, and fiscal responsibility.

Initially focused on the Heritage and Leo/Cedarville attendance areas, the project scope expanded to include Paul Harding at the Board of Education’s request, ensuring comprehensive coverage of three of the five EACS attendance areas. Our planning incorporated enrollment projections and metrics such as square footage per student, ensuring the facilities could support long-term growth while maintaining efficiency and equity across the district.
Over 120 EACS staff members participated in visioning sessions, sharing feedback on their facilities’ challenges and priorities. This input was vital in identifying pain points and shaping practical, high-impact solutions.


The final master plan provided the district with a $190 million roadmap for improvement, segmented for effective implementation. Clear prioritization and fiscal responsibility were cornerstones of the plan, enabling the district to secure community buy-in and achieve approval via 1028 process in 2024.
